The first air 6560 crash wasn't caused by icing, but by pilot error because of 4 things: Captain accidentally disabled the autopilot by applying a bit of force on the control yolk, ignoring the FO telling him that they're off course, only recalibrated their compass once, and poor GPWS that activated late

Watched it live here in Florida as it broke on CNN. So cold here on the beach, we had the fireplace going. Got to 4F in Feb. 1985. As a GE Industrial tech, we were humpin' and bumpin'...

In 1985, An Arrow Air jet with 248 soliders and 8 crew had ice also but the plane caused a stall
That plane did not de-ice, because of the expense of de-icing, that pilots decided to roll the dice, and lost.

Because of the extra expenses of De-Icing some pilots will take a chance, and lose. There are also two types of de-icing, one is expensive the other not so much. But, finally, after so many de-icing accidents the authorities finally wised up and move the de-icing machines from the gate closer to the runway. De-icing is only good for about 25 minutes then you have to de-ice again. Too expensive for some pilots so they will roll the dice.
