Whoever wrote the title doesn't understand the difference between the hyphen (a short line used to connect words) and the dash (a long line used as a separator). So it makes it look like Crocker-Common is a surname. Really, it should probably use a colon, but an m-dash would also work. A hyphen or an n-dash are definitely wrong.
