to be fair to scornful egotist, scourge was a set with a "high cmc matters" theme that had a lot of cards that got better if you had a creature with a high casting cost. So he was designed as a high cost creature that could be gotten into play for much cheaper and turn on your other cards. still not great but kind of neat.
Idk if Gather Specimens+Tempting Worm works the way you want. The Gather Specimens would need to resolve before the Tempting Worm trigger in order for you to get those creatures, but in that case, your opponents already know that they won’t be getting the creatures they play, so they won’t put anything out. Right?

Unfortunately, the tempting worm and gather specimens combo wouldn't work, as the gather specimens would have to resolve first in order for you to get the creatures, because the opponent doesn't cast them, they put them into play as part of resolving tempting worm's etb ability.
Scornful egotist is strictly better than a vanilla 2/2 and was pretty deece in scourge/onslaught block limited because it turns rush of knowledge into a draw 8, torrent of fire into deal 8 damage, etc. CMC matters was a theme back then. The card just only makes sense in context!
Scornful Egotist is not _nearly_ as bad as you think it is, and not nearly as bad as any of the cards you showed in the very start if the video. It's strictly better than any vanilla 3 mana 2/2 in the game. It baits your opponent with what they perceive as a potential threat, it's decent Emerge fodder, or alike. It a card that can both act out as a random mid-drop creature _and_ be the fodder for a cards such as Blast of Genius. It kinda sucks... But it's not even close to being one of the worst cards in the game. Also: Your first combo doesn't work. You can't play an instant during the resolution of an ability, and if you do it before. They just won't put any creatures in play. Thanks for the content, though. Keep it up!
too bad Scornful Egoist wasn't made an Artifact creature costing 8 and having morph 1 There aren't many cards that look at the highest mana value among permanents you control. Dodgy Jalopy, Rush of Knowledge, Ugin's Insight & Lukka (to ignore the really bad ones). Yes one can dodge Soul Shatter effects and supprise the opponents. But as an Artifact one would have really nice synergies with "one with the machine", Paeem or Muzzio. In theory one can also get emerge creatures out with it. Or Wizard Offering if they ever print that.
Even nastier than Beam Town Bullies+Phyrexian Negator is Jon Irenicus+Phyrexian Negator. Because with Jon, your opponent can't sacrifice the Negator to it's own trigger. So if it doesn't die, it stays there, to get hit more.
I run the egotist in my Yuriko. It's won a game for me once so i decided to keep it. When other "cedh" players look through it they agree with me. Especially when i can tutor it to top.
