Better idea; don't use this recipe. People pass off complete garbage as some sort of useful recipe all the time. Either this person is ignorant, or is grifting you for money.
Same. I'll use my own meatball recipe and fry them (we like a bit of a "crust" on our meatballs so they're not mushy and it seals in the flavor). Then put them on the potato while everything is still hot, bake for a little bit to stiffen and add the cheese and broil to brown. I'll likely add a dash of parm as well, for flavor.

I actually think the bread crumbs in the beef might keep the potatoes from being saturated. Bread really soaks up oil, but I could be wrong. Personally, I wouldn't make this recipe as I wasn't very impressed, especially since he didn't show how he neatly got it out of the foil, so I call bullshit! I didn't subscribe.
