Julian's family was super messed up and evil: his mother was manipulative and abusive, his brother Billy was a rapist and a hebephile, Julian himself is mentally disturbed and violent, and from what we hear it's possible his father was also evil in some way, which would influence Julian's killing him. By the end of the movie, all of them are dead except for Julian, and he has fully accepted that he is broken and sinful, and so seeking redemption he agrees to have his hands chopped off by the cop, who is a cruel but efficient and reasonable representation of justice (he is specifically meant to be an avatar of the Old Testament God) so that he may be forgiven and hurt others no more.

This movie just like a lot of art house films; Eraserhead & mullholand drive by David Lynch, stalker by andrei tarkovsky, birdman by alejandro iñarritu, Barton fink by the cohen brothers etc.. basically artistic driven movies are supposed to be like paintings that means they're left into your own interpretation. I know a lot of cinephiles try to find the real meaning but in cases like this everyone has they're own. I think we shouldn't give it one meaning or and just leave it into our own interpretation.
Eraserhead is meant to have no sense, even Lynch said that. Birdman has an open ending, mullholand drive has many intepretations but OGD is not that complicated, its pretty simple: guilt and justice. (Some Incest too)
NWR was going to make it less ambiguous in the ending by adding a scene with Gosling and his gf in the nightclub holding each other, and Gosling with bandages over his arm stumps. He decided not to add it because it was obvious

Characters that acts like real people would do? There is art and there is entertainment. This film try to be art and while we can agree or not about the fact that is a little pretentious, it still carries a message althoug it doesn't need to be perfectly explained as long as the message is delivered. The cop is God, the hands are the sins. Julian is forgiven. Clear as that. This is somewhat a happy ending for him. And then the film it's over, the message is over. It doens't really matter if it really lose it arms, if it is reality or not, it doesn't matter what happens later to the character, this is not that kind of film where everything needs to be anchored to reality and logic.
