Late AGP cards are extremely sort after though, making them difficult to find and expensive. I'd have bought one for my own dual PIII (Coppermine) desktop. It does surprisingly well regardless though, being far more responsive under XP than a laptop with a Pentium 4 HT 3.2GHz and DDR 333 (both with 2GB RAM).
If his motherboard is anything like my SuperMicro dual Tualatin board then it only supports native AGP cards, e.g. the Nvidia 6800 and Radeon X850 are the newest cards you can use, neither of which will help with RUclips. My single socket Tualatin board on the other hand will POST with a HD3850 installed but the only drivers that I could get working on Win 7 were the ones Windows update provided and the performance was terrible.

@14:50 That disgusting mess in your water loop is what happens when you run a system with both copper and aluminum without a proper anti-corrosion additive. Old school water cooling PC suffering old school water cooling problems deserves old school solutions, I vouch for Swiftech's HydrX as it's era appropriate, time tested, and still sold. Also that tubing is almost certainly leaching plasticizer, Apparently window cleaning solutions easily wash that crap off surfaces without scrubbing even from the tubes themselves.
A year ago I've tryed RUclips on dual Pentium 3 (866MHz) motherboard and it runs about the same as here in your video. Exept I made it run better by pausing the video and waiting for it to load up a bit (and I also played it at 360p quality) which made it 'allmost perfectly useable'.
@Gaming York Not even close 😅 The Tualatin is a 2001 CPU, there was already Pentiums 4 at 2.0Ghz+, and Athlons XP on the market. Tualatins are just the fastest and latest PIII, which makes them not powerful enough for WinXP, and too powerful for DOS retro gaming. They are great for Win98 gaming though.
If you can get hold of a pci geforce 210 or similar late era low end graphics card, 8400 gs pci or 8300 gs pci, ati hd 5450 pci etc... You should be able too get proper video acceleration on youtube if the cpu can feed enough data too the gpu then, could be an interesting experiment perhaps. But maybe another build can be used for that instead of bringing this out again so early, like socket 462,socket 478 or another pc in storage atm. Think you need too flush the radiator out a few times, like have a bucket of water & pump hooked up too external powersupply & dumping water that goes through the radiator into another bucket once or twice. Along with perhaps some watercooling loop cleaning agent of some sort for modern stuff should work fine for this vintage stuff too.

Yeah definitely go for a single socket board if you're running Windows 98 or the second CPU won't be doing anything other than generating heat. I'd recommend something based on the Intel 815 (B stepping) chipset personally as I've had issues with some expansion cards on VIA chipsets and the 512MB RAM limit doesn't really matter for Windows 98.
