I think they meant English dialect as in of the English language - English, Scottish, Irish, Scottish, Australian, Hong Kong even are all dialects of English. I wouldn't say there's a "Russian dialect" of English for example though. Whereas an accent is cross-language, isn't associated with one language, it's just how you learnt to speak when growing up.
