Both are stronger. If you have plaster of paris then no need to invest in cement. Go ahead and make using plaster of paris only.

@@ahmikhan100 quantity will be decided on the craft that you are making. Make sure that after adding water to the Plaster of paris, there are no lumps and mixture should be thick.
