What is a legal nonconforming?

In this video, we go over a basic planning action called a legal non conforming.
A legal noncofmring is a practice in urban planning in which the lawful use of land does not conform to the current zoning code but is allowed to conform however to the previous zoning code by approval of a planning department. This varies by jurisdiction. A legal nonconforming in simple terms is an decision allowing a prior allowable use on a parcel that no longer permits that use.
