To be honest, it would be less chaotic than an united balkan country (Yugoslavia with Greece, Albania, Romania and Bulgaria). The Americas are a bit more chill in national aspects. The central government (US) would likely have a tremendous spending to fight directly against drug trafficking in the regions of Central and South America; that's the most chaotic thing I can imagine.
