You're going to run into a lot of issues with the federal government ordering states around like that. For something like this to work, it would need to be individual state governments agreeing to honor each other's findings (a bit like major retailers do today.) Either way, I would expect prior disciplinary action to be a consideration if this officer were ever to apply for a position that requires a background check. Here's hoping he never ends up with any kind of power again.

The cop committed felony assault. I could have put a bullet through his skull in that circumstance and I would have been well within the law. He needs to go to prison, and that felony assault should prevent him from ever being in law enforcement again.
Cops have exactly zero lawful use of force granted to them as cops. Every single authority they have to use force comes from the fact that they are citizens and people.
Cops have more circumstances under which they're allowed to search property and arrest people, but that's it. They don't have any constitutional authority to use more force than me when making an arrest, and they don't have special authority to defend themselves or each other.
If I pointed a gun at a random cop for being in the vicinity of an alleged guy who allegedly drew a gun on someone, I'd end up in prison. Cops need to be held to at least that same standard. Because they should damned well know better, the sentence should really be doubled or tripled. If they can't figure out how to not commit felonies like this, how the fuck can they expect anyone else to figure it out?
The idea that this guy got such a tiny slap on the wrist is an affront to everything our constitution stands for.
