Any nail salon will charge anywhere from 30+ for a full set of acrylics, and that's only for solid colors. You don't typically get bad-ass Pokemon designs, or any design, without paying a button extra!
I want those nails so bad now! I'm a Pokénerd myself and very, very jealous. I must find a place in Canada that does that or figure out how to do it myself although they'll never look as good as those.

I love the look of nail art, but I can't stand the smell of polish so I never wear it. I literally just grab the silly stick on nails from the drugstore if I need them to look nice!

Also, in the U.S. there are a lot more manicure salons and manicures are a lot more common than in most other countries, meaning that the prices will generally be a bit cheaper. Also, she went to what I'm assuming from her description was a popular high end salon. Going to a place like that here would also run you more money. It's the difference between a haircut at Super Cuts or a designer salon in Manhattan.
She said she didn't get acrylics, it would have been $50 extra. I know a bunch of places that do even better than that and only cost $20-$30 for designs like that! Even with 3D. It is a little ridiculous.
I would say 100 dollars is a bung load to blow on nails but I have just spent 200,000 Yen on a tattoo in Japan, from Hori Kei, he learnt from tattoo legend hori hide, or Kazu Oguri. So meh, splurge just like you said.
