In retrospect, Arrow was basically batman without a cape and a different origin story. I've even heard that the creators wanted to make a batman show first, but they weren't allowed, so they combined the two as much as they could get away with. Personally, I thought the actor did a good job and the storyline was decent but needed a much better climax.
Green Arrow is based on Batman. They used to be exactly the same because his creator couldn't be bothered to give him his own origin story. Years later someone in DC gave him the Island origin, finally making him slightly different from Batman. They are still extremely similar but they are different enough.

Batman has a rivalry with waller not GA. If you want him to be different from batman then use more of his own storylines and villains not batman's. Ra's Al Ghul and Amanda Waller have great respect for Batman's extremely high intelligence in multiple fields and his great fighting skill and determination they just took that and put it on GA because Batman is what's popular not him. GA can be awesome if they leaned more into his comic book storylines and characteristics but instead they made him great value Batman.

The best Batman, Kevin Conroy, called him "Raysche" pretty much all the time. Lots of League of Shadows stuff in there.
