There are still bottlenecks with modern GPUs if you pair them with something that's less powerful than a 12gen intel or 5000 series amd CPU, because it's very CPU intensive, even the i7 4770 should do a good job at handling the 1060 in most games however it's not the case here.
At this point you just rather crank up the settings so your GPU utilization goes up without significant hit on performance, why they even recommend you to use NIS if the performance gain is 0, just disable NIS or keep it and increase the settings.

What I find weird is the 1060 being the recommended, and I've tested it with a 1060 6GB and it really struggles, not even in minimum settings it can get stable 60 FPS, had to use upscaling to keep it running alright, while my 1660 Super, only a 30% stronger can jump straight to 1440p balanced settings or 1080p extreme settings and normal textures (because of VRAM limitation) and both do for a really good 60FPS experience without need of upscaling, although I use NIS or FX CAS to smooth it out a little and activate dynamic res to keep it more stable, the resolution change is not so noticeable with the upscaling smoothing it up

i know you are bombarded with this type of comment regarding 4770k utilization, but im pretty sure that game pretty much ignores HT/SMT in your case because roughly it was ~50% of utilization in your video not above. Sure in certain moments you could see like 55-60% spikes but they are that, spikes, in most cases if game ignores SMT/HT its quite typical for msi afterburner to indicate few spikes a bit above 50%, but AFAIK its never "strict 50% or bust". Ofc it doesnt change the fact that it runs like crap, i wonder if getting into config files for render thread command lines would fix that issue. But yeah great video, thoroughly enjoyed it!

This happens because faster the GPU is and faster it does its calculations about graphics, requesting everytime newer data to the CPU that is too old to afford the speed of the gpu... so, for a sweet spot U have to work really hard to find the correct balance between graphics and frames... btw the low req. stuff will not go far from 30 fps so get a good graphics and stay at 30 not below....
