Police report:
“I, Deputy Herrell, along with Deputy Rafferty of the Jackson County Sheriff's Office were dispatched for a suspicious vehicle on 02/13/2022.
The CAD notes stated the gray color Crown Victoria had been parked in the middle of the road since last night and that no one was inside the vehicle. Upon our arrival we noticed that there was in fact a person inside the vehicle in the driver seat, with the ability to drive the vehicle. The individual was covered entirely in a blanket and was the sole occupant of the vehicle. Deputy Rafferty tapped on the passenger side window in an attempt to make contact with the subject. When Deputy Rafferty did this he noticed that the keys were still in the ignition. The subject awoke from the tapping and exited the vehicle in a confused manner and stated he didn't know where he was. The subject was talking about how he had been out driving the vehicle last night looking for his daughter who was supposedly running through the woods. The subject was asked if he had an ID in which he stated he did. He willingly provided us with his license and he was identified as Ruben. While Deputy Rafferty spoke with the subject, dispatch advised he did not have a valid license.
Upon further investigation it was determined that Ruben had 9 prior DWSLR [driving with license suspended/revoked] convictions and was currently on probation in Jackson County. Deputy Raffery told him to get in his vehicle and leave. Before Deputy Rafferty told Ruben to do this, he was speaking to Ruben and did not hear radio traffic from dispatch in which they stated that his license was not valid. Ruben’s brother arrived and they were able to get the vehicle started. Ruben then got in and drove the vehicle to his brother's house. Deputy Rafferty and I reviewed all information present and Ruben was placed under arrest at the time.”

This incident seems a little confusing, there was a large redacted part in the middle before he is arrested. The officers essentially gave him a free pass to drive away even tho he isn't allowed to drive. He started causing trouble with his filmy tho and was freaking out when he got back. The deputies had a long discussion with the family about everyones safety and decided to take him for the dwsl so it doesn't escalate.

holy shit that one was deep!
i can’t believe this deputy’s patience and courtesy at the simplified fact of having human to human interaction with this man who is struggling mentally. Then after all the reasons the policy of every department has to use force this deputy chooses to recognize that this man is also struggling emotionally, and then with extremely mature discretion, this deputy then not only empathizes but also sympathizes with the man and slowly and calmly works all the way into handcuffs and in the cruiser. five stars for this deputy and i would only thank him greatly for his service. his service as a veteran, a law enforcement officer, a father, and a human male. people like you sir radiate the positive energy that literally keeps the world together. continue to feed hope to those around and setting the example of behavior that you want to see and leave behind for the world. god is great all the time!Amen!

How it should be! A lot of people have had their lives f’d up over something that could’ve resulted in a simple situation like that. But once they tell you “don’t let me see you again out here today” you gotta have enough sense to know they serious and stay out the way, which most folks would do.

@@xavierclayton9990 I can't believe you. I can't believe you're an adult and have such poor reading comprehension that you can't grasp why their heart broke when the officer hugged that man. A heart can break because of empathetic pain on behalf of someone going through something or some sort of trauma (i.e. the man in this video). In this situation the person commenting said that their heart broke when he was hugged because he was being shown compassion when it was clear he was in a lot of turmoil and desperately needed it. This action, along with seeing that man hurting is what moved them and made them feel the way that they did, especially since it would have been easy for the officer to be hostile and in a lot of cases officers are. Do you get it now?
This LEO makes me think of my dad who did his police work in a very similar fashion . This was a very long time ago in rural Ga. US. . After his passing at the young age of 50 , people from many different walks of life would tell me " Your dad always did his job but he always treated people fairly and would try to help people as much as he could ." That meant a lot to me then as a teen and it still does to this day . There are many lessons to be learned from this video . Thanks APC for covering this on your channel .

While I have met a great many decent/middling cops and a few absolutely beautiful ones, I've had run ins with a few monster officers that were absolutely horrific as well. I'm talking about normal stuff too, like something that barely smelled like weed, getting calls from the neighbors on a house we were working at, regular traffic violations, etc and they were so aggressive over BS it was scary, but yes, *most* cops are cool if you're cool.
Obviously the officer and the “suspect” know each other and have a history. I applaud the officer patience and handling of this. I also understand they all can’t go this way. That said outstanding job from the officer. I wish all interactions could go like this.
It's a shame when an officer legitimately wants to help someone, but they don't try to help themselves. Hats off to the force, more cops like this please. 🇺🇸✌️

This cop was treating this guy so well. He was treating him better than he would most other people during an arrest. Handcuffs in front, smoking a cigarette, so much patience telling him to get in the car. He clearly felt for the guy's situation.

Ruben might not be a bad guy, but he needs to start taking accountability. The fact he couldn’t recognize that cop did him a ton of favors but he wasn’t willing to return the kindness by ignoring the cops requests and repeating the same thing over & over. Usually when someone’s family is done with someone it’s because they’ve burnt that bridge. Hopefully he can get into rehab and start taking accountability for his own actions. His life will start to look up and he might stay out of trouble

Recently moved to a tiny town from Miami, Fl and I can say small town cops are the real heroes.
When the officer embraced him, I literally cried.
So nice to finally see a cop be empathetic and also NOT escalate a situation and also teach a trainee the same thing rather than ego and cops can do whatever they want.
That cop is really professional honestly. The level of patience he has is incredible.
This cop is a one in a million. No shooting, no degrading, treating him like a human being and not a dog. This is my favorite by far

Starting out it's so rare for a police officer to knock so politely on a car window. Then later in the video these cops are top tier de-escalating a very tense and emotional situation. No cap. It's obvious that these cops actually care. It's so refreshing to see such a compassionate interaction from cops in 2023. They went so far above and beyond. The cop actually bent down to pick up this guys cigarette. Deputy Herrell and Deputy Rafferty if you somehow see this, YOU ARE GOOD COPS. You are shining examples of policing. Never change.

He is. He said the officer with him was a trainee recruit. When they were trying to get the guy in the car he said "That's my trainee, he listens to me, and I'm trying to show him how to be compassionate and how to do things, so Ruben, please get in the car."

The Deputy was calm, understanding and did absolutely everything he could to make sure Ruben was calm and safe. Even going so far as to hug Ruben and calmly talk him down. Simply beautiful, and deserving of praise.
It must be a small-town Policing thing, but it was heartwarming to see how the Deputy handled things.

The compassion from this Officer is above and beyond. The potential for tragic outcomes increased so much when he is no longer focusing on weapons retention. Yes it is something you can teach. New recruits look up to their superiors, and become just like them. Bad cops, make more bad cops. Good cops, make more good cops. These departments are like families, with strong comradery, they will die for each other. The culture of leadership in a department can drastically change policing tactics and outcomes. The officer in this video will show his recruits how an officer should handle himself.

This is what Community policing is supposed to look like. The time this officer took with this man and showed patience even when he was getting annoyed towards the end. The officer could've used force but instead used restraint. Great example for the other officer to learn from.
