I want to animate my background in a still picture. Make a flame or hair in the wind to move a little throughout the clip. I know in Fusion it needs a background, paintbrush, and distortion. You know how to do that?

Yes, you could mask it out. Create a still frame of the original clip, and let the other clip just move.
