    Two handy tips are that, the holes the two ends of the spring go in can vary from engine type to engine type. There is a single digit code in the designation on the pump plate that codes for the spring arrangement. There is a CAV diagram that shows what arrangement is right for each code number. A quick search online should turn up a copy of this diagram.
    The other tip is to take the throttle spindle out of the cover, connect the spring as required and then slide the spindle into place before putting the cover in place. It's easier than trying to fit the spring with the spindle in the cover.
    Finally, it may be possible to free up a slightly sticky metering valve by, with the engine stopped, opening the throttle fully and then repeatedly operating the cut-off. This should, when the valve is free, move it through it's full travel. If the metering valve is moving ok you should be able to feel the stop linkage engage with the metering valve about half way through it operating angle when the throttle is at full engine stopped.
