Can you explain pls why we use in one sentence 哪儿 with 在, but in another one without it?
When we are talking about the location where the action takes place, we will use 在 before the location. When the location is the object of an action, 在 is not needed

I think that the trick is that the verb 去 means "go to", and it includes "to". But the verb 说 just means "speak", and does not mean "speak at". So we could say:
他去饭店 = "He goes to the restaurant" (在 is not used).
他在饭店说中文 = "He speaks Chinese at the restaurant" (在 is required).
@@mountaintag “在饭店”是preposition+noun used as adverbial of place, there is nothing to do with "说". for example: 他在饭店工作。他在饭店睡觉。他在饭店吃饭。他在饭店上班。etc......
