As an adverb meaning "overly", I think I have usually seen 过 as 过分. As the teacher says, this means that a conceptual line is crossed. As for 太, although the dictionary meaning is "too", I find it is usually used with the meaning "very very". (So, no conceptual line is crossed.) For example: 他过分粗鲁 = He is just too rude. (overly rude, unacceptably rude) 他太粗鲁了 = He is really rude. (very very rude)
