The only problem with that would be abuse of authority in many situations. I have no criminal record and always paid for the merchandise I received, but for 3 years I was constantly being watched and accused of stealing at this particular gas station no matter how consistent I paid and showed I have money. Then one day I was attacked by the employee and the police was called falsely accusing me of stealing. It's not a good feeling thinking that you had established yourself as a good customer only to be looked at as a criminal because of your skin color. And yes I placed a lawsuit against them.

Where I live, there is a Target, Ross, Famous Footwear, Michaels, Ulta Beauty and a Rite Aid all within a half mile radius of each other. A dedicated thief could hit all six of them, steal up to the legal limit for this state (which I believe is $950) and get home within an hour with thousands of dollars worth of "free" stuff they can now sell online, whereas before that legal limit was in place, that same criminal would have been stopped by the police by the third or fourth store and arrested.

Crime doesn't stop because you lock people up longer, just look at the drug war. Until you address the underlying ecnomonc conditions people will be desperate enough to turn to crime.
There 40 million families collecting EBT, which is the food assistance programs. In the wealthiest country on the world, that's how many people can't afford to feed themselves. Yeah, criminals. You wouldn't be trying to single out blacks would you? Yet you refuse to see the whites doing the same thing. OTOH, many thefts by whites are of the "white collar" variety - and they steal BILLIONS off the top before it even reaches the store. Also, Karen with the blonde hair is filling up both her purse and her coat while she in a conversation with the store clerks - while the store clerk has her eyes on the nearest black person. Security tags a black man as soon as he comes in the store - but Colleen and Brad over there are rolling out with carts full of the most expensive goods to sell to their meth and heroin dealers. GTFOH....

Small businesses are typically screwed when this happens because their profit margins are much smaller than corporations, they are sole proprietors with sole liability and responsibility so their personal assets are in jeopardy, and they must raise prices to recover from theft/damages because they don’t have other means to raise capital (such as selling shares of company). You have no idea how sole proprietorships, limited/unlimited partnerships, or corporations function. I hate when stupid people say that companies don’t lose anything because of insurance.
