A C sus 2 chord is a C chord where you substitute the E note for a D note giving it a suspended feeling, like it is pulling towards a C chord. If you play a C sus 2 a C chord will feel very natural after it. A C add 9 chord is a full C chord plus a D note in a higher octave of the chord. It doesn't sound suspended so much as a little bit more exotic than a C chord.
