The "washboard" surface of the road is the problem causing less tire contact with road. Trying to stop on a bumpy surface has the suspension rebound and compression working against each other causing little jumps. Then this causes the tires to lose contact that equals grip with the surface. Closer the bumps are the worse it becomes. Ever notice when you try to stop at a light or stop sign on a bumpy road you can feel your vehicle start to jump/slide forward? That's the problem.

Whelp, I knew it was Mexico City with the first car being one of their pink and white taxis. Fun fact, basically every major city in Mexico has their own color scheme/vehicle style for official taxis. Mexico City is pink and white, although they used to be red and white years ago. Acapulco has white cars with either blue or yellow fenders, a lot of them being VW Bugs. Guadalajara has white cars with yellow on the doors and the hood. Monterrey has green cars with white roofs and white cars with gold roofs. Cancun has white cars with a green, semi-racing stripe down the side. Tijuana has white cars with either green or orange chevron on the hood.
I don't know if these are actually mandated color schemes or if they just have different companies in the different areas, but those are the ones I noticed while traveling over the last couple decades.
