You're not wrong. At the very least, we know there is a working pass from Craglorn to Falkreath, as it is present in the game Skyrim. However, how would these passes on the fringes of Hammerfell leading out to other provinces be of strategic value during a war of consolidation inside Hammerfell?
Yes that's correct. Skyrim did invade Dragonstar and Elinhir in the 3rd era.. the reason I made those mountains impassable was just to stop the AI from focusing on less important areas like mountain passes.
