Adam, you probably know this, but just in case, a white lure is always most productive for halibut. I commercially fished for 17 years (salmon/tuna) and any time I was on good halibut grounds and the fishing was slow, I would put on large white spoons on the bottom spreds and picked up many, many big halis. You should try a 4 or 5" spoon with or without the dodger. You seen to be getting your share now though. Continued good luck!
@moseskongi4746 you just need a commercial fishing license. The state sets a quota and doesn't matter who catches what. Once the commercial qouta is caught then commercial fishing must stop. For recreational fisherman having a commercial license isn't worth the cost.

Personally, those Big Hammer swimbaits are unmatched in terms of action. I've been fishing a lot of their full body swimbaits (5.2") weedless through kelp beds, which has been a lot of fun.

halibut have no spines or anything sharp . they have teeth and that's it keep your hands out of their mouth and you will be fine.
You need to put an old fashioned rod tip bell to give you a bit more of warning of a hit
The flasher on the line would have it ringing constantly.
