There's little doubt that Rupert Hine had the golden touch with songs and his version is superb. However, Dusty took the emotion in his track up a notch and made the vocals soar to another level, particularly towards the end of the track. That's what she did. Rupert was overjoyed that Dusty covered one of his songs. RIP both of them.
Sounds like she made it better. Dusty's emotive and raspy vocals, timing and interpretation improve any song. She was a gifted, vocal genius. Even Rupert, like most songwriters whose songs she recorded, loved her interpretation and were thrilled that she recorded their songs.
