From the map creators:
FPS: Avg > Average FPS over the entire run
P1 > 1% lows, the slowest 1% of frames, basically the lowest your FPS got over the whole run.
The results from this benchmark shouldn't be compared against real competitive matches, due to your client having to simulate the entire game, which doesn't happen when playing on a server.
This benchmark is 100% reliable and reproducible and as such should only be used to compare results against ITSELF, to check for config/hardware changes.
Rivatuner seems to be the way to go then with the 1% lows being so stable?
"normal" playtime the 1% lows will not be so high.

Why is 1% low different in rtss and benchmark???
rtss just do a better job but if you want to know how that job is done... well, rtss "directly programs the graphics processor's registers"
im not expert on this topic and i could be wrong. so, you better do a full research "How does RivaTuner work".
Rtss 1% low is 399 while benchmark is saying 265. What is correct?
you mean the game end result?
The game reads "P1 > 1% lows, the slowest 1% of frames, basically the lowest your FPS got over the whole run"
the rtss 1% low is not the lowest from the whole run, its the current 1% low. (is like your normal fps reads, goes up and down)
Rtss 1% low is stuck at 399-400 entire benchmark yet at the end is 265 from benchmark, i dont know which one is correct

yes, BIOS settings dont have any changes.

first screen fps_max 0, ...fps_max 401 ingame, ...rivatuner 401 fps and fps_max 0 ingame

yes, be careful with Rivatuner if you gonna play premier or competitive with it. Rivatuner will trigger Trust Factor.

@@Lev1nn you can cap through nvidia control panel too - i think maybe lows are not that much high but the fps are more stable for me

is the software i use to cap the fps
