Yeah, I think it sounds like an act of negligence to me. But then again, the helicopter rescue pilot couldn't see because it's too dark. Otherwise, they might have been caught on the terrain or a possible plane explosion as well.

they didn't "wait", the crash site was deep in the mountain, with the equipment JSDF at the time had, they could only make little progress pushing into the crash site by cutting a way through the trees and bushes (nearest roads were 40km away), and the first rescue team arrived on scene was JGSDF's paratroopers who parachuted into the crash site (yet they didn't search the tail section which was apart from the main fuselage wreck, the 4 survivors were later rescued by local fire crew who arrived on scene faster than other JGSDF units because they knew the terrain better) .

I keep thinking about how hypoxia was a concern for the people on board, but honestly, it probably would have been a blessing in disguise to slowly go unconscious than it was to suffer though this agony for 30 grueling minutes for most of these people. What a long time to know that you're going to most likely going to die horribly and having to just wait. Then to think that there were people who survived this and then had to lay dying all night in the forest while watching potential rescue fly away is.... this one is actually really hard for me to watch.
Just because you don't expect survivors doesn't mean you shouldn't at least try as soon as you can to confirm... this proves that. This was an amazing flight crew (including stewardesses) and it's incredible that they didn't give up even as they fought for control in a hopeless situation right up until the very end. Talented pilots in an unwinnable situation.

Not even a mention about the Japanese rescue spending the night in the village before going to the scene in the morning... maybe a couple more lives could have been saved because from a helicopter at night high enough to not inadvertently crash into the mountains themselves it's impossible to tell if there were survivors. As an American, it appalls me that the nearby American airbase not only did not send up jets to get a visual of the aircraft. But at the same time a helicopter on scene with the capability to help was ordered away from a scene of mass suffering. Part of me would hope the helicopter pilot would have determined the order to leave was unlawful. Sadly reality is not as idealistic. The fact the rescue was so greatly delayed because of this hurts all the more.

In the Aftermath, JAL paid ¥780 million (US$7.6 million) to the victims' relatives in the form of "condolence money" without admitting liability. JAL president Yasumoto Takagi resigned.[20] In the aftermath of the incident, Hiroo Tominaga, a JAL maintenance manager, died from suicide intended to atone for the incident,[30] as did Susumu Tajima, an engineer who had inspected and cleared the aircraft as flightworthy, due to difficulties at work.[31] In the end, Japan Airlines, Boeing, and the Japanese government paid substantial compensation to the victims' families.

The real reason for them to survive is to go to the area the plane was going going to an opposite side will make the controls worse

This is the second video where I've seen a senior pilot refuse to ask for help from the tower. I read that some asian airlines frown on the pilots admitting to needing aid. "Do you want to make a fuss?" Ummm YES?? yes i do. Theres a problem here!
