Technically that second one doesn't count due to goku holding back 3 and vegeta tricking him. Even Vegeta thinks that one doesn't count.
But he has still beaten goku more often then not, so still has more wins then him.

I don’t think people understand, it’s not even the fact that it’s a game about goku, but this is literally a trailer meant for vegeta because it is showing vegeta’s highest point in the series. This is vegeta most defining moment, the moment he lets go of his pride and admits defeat to goku. This is a big vegeta moment even if he’s talking about goku.
