That's called landscaping edging. You can find a few different types of it at Walmart, Lowes, etc. It usually just comes in a roll, some of them come with spikes, you unwind it and drive the spikes in to hold it. (the one with spikes is my favorite)

Looks really nice but I wouldn’t of put mulch because it does come with maintenance. It can get expensive!
