Is there a rule of thumb ratio for the throat opening to the size of the stack?

There is. It’s all based on specifications of smoke stack height and inner diameter, cook chamber volume and firebox volume. There are several bbq pit calculators online that are free to use. You simply type in your specifics and it tells you what you need to know. Look up bbq pit calculator on google. You should find some to use in search results.
If you don’t want to use a calculator
A few rules of thumb when building a pit. Use a smoke stack 6 to 10 inches inner diameter. Starting around 6 feet tall. In general The smoke stack should always be about 3/4 the length of the cook chamber. ALWAYS KEEP STACK STARTING AT CENTER GRATE LEVEL! And center grate level rule applies weather your building a collector or not.
Firebox volume should always be a third of the cook chamber or larger.
And the connection point for the firebox to cook chamber should be base starting point as follows. 250 gallon 15 to 18 inch circle.
500 gallon 20 inch to 25 inch circle
1000 gallon 20 to 25 inch circle (THIS ONLY APPLIES TO PROPANE TANK CONNECTING TO PROPANE TANK AS THE FIREBOX)
As far as the firebox throat cut out here are some things to use for a base measurement to start out with.
250 gallon 100 to 150 square inches base measurement
500 gallon 150 to 250 square inches base measurement
1000 gallon 150 to 250 square inches base measurements.
All of these are base measurements to start a build and later figure out how much more draw you need. If you need more draw simply increase the stack height in 12 inch increments.
Don’t surpass 3 feet of extension. If you find yourself adding soooooo much more additional on top of your stack and the length starts surpassing the length of your cook chamber. Start over and use a larger diameter smoke stack and use your height rule again with the stack being 3/4 the length of your cook chamber.
When building a propane tank smoker. Smoke stack is king of all rules. So use these tidbits to help as well
250 gallon and below- 6inch inner diameter at bare minimum
500- 1000 gallon 8-10 inches inner diameter at bare minimum
Remember it’s always better to have a lot of draw than no draw or very little draw. SO BE SURE TO USE THAT INNER DIAMETER SMOKER STACK RULE.
Hope all this helps copy and paste on your notes in your phone lol
