In New Jersey? I think there's another one in North Bergen or Seacaucus that's like this, however, it's a permissive only right turn FYA (RA-SYA-FYA) and don't know where.
In the 80s and 90s, many 3-section right and left turn signals in OH and PA would use circular red. The red would stay illuminated with an arrow if the thru signals were also red. It seems this is programmed very similarly. I am thinking programming it as a separate overlap is more complicated that programming like a five-section ovelap.
Keep in mind, this signal never operated like that when the signals were first installed. As more sections of the Tuscan Village opened to the public, they changed a lot of things with the nearby traffic signals, including removing a few FYA's for Protected only, and that right turn phasing.
Unfortunately, I'm even farther away from this location - I only taped this signal since I was down in Woodbridge for basketball games at the time (Rutgers and NJIT). My apologies!
Yeah I feel like NJDOT wasted a perfect chance here to try out similar phasing here. Probably guessing they wired this signal here like a normal 5-section right turn signal.

according to google maps. The FYA's were actually built in 2019 and turned on in 2020.
Good to know! I knew of this signal in around March of 2020, but never thought I would be able to see it in person at all...

can you PLEEEEASE film the APS there? I DID NOT EVER IN MY LIFE HEARD A 38 SECOND COUNTDOWN BEFORE and Its to far away from my house
