Once you defeat the elite four, you can face off against the Kanto gym leaders. The first one is the Vermillion City gym leader, Lt.Surge. He'll have Raichu, 2 Electrode, Magneton, and Electabuzz. Once you defeat him, he'll give Vermillion City's Thunder Badge.

You can battle the Kanto Gym Leaders in any order in HGSS, except Blue can only be fought after you beat the other seven.
