Maybe it's from a VHS release or something. I know the "Awakening" five-parter was edited into movie form for a VHS release. I haven't seen it but I had the Darkwing Duck VHS movie version of the 2-parter pilot "Darkly Dawns the Duck" and they did animate new footage exclusive for that version. Or maybe it's just fan made with a red filther and the voiceover-less version of the intro music.
If they ever do a Gargoyles live action movie, this needs to be the intro. 👏
