She's Danish, first of all a driver's license in Denmark is between 10.000-20.000DKK which is ~1400$-2800$ (assuming you don't fail and have to take more lessons and do the tests again) and it has been like that for atleast 30-40 years and it usually takes 3-5 months depending on how many lessons you need. You can get fasttracked in two weeks if you pay max price, done in 4 weeks with 2 weeks of lessons and 2 weeks of tests. Driving conditions in Denmark and Portugal aren't the same either and the economy is also different, so it makes sense, but no it's way more in Denmark and has always been (atleast all my life). Cars are also treated as a luxury and our infrastructure is expensive (lots and lots of bridges especially, they aren't cheap to maintain). Most people finance their car through a bankloan aswell, almost nobody pays upfront because cars are also at a baseline twice to nearly 3 times as expensive as elsewhere (90-180% tax depending on the age of the car). We're used to it though and most people own a car or two.
