Fuel and spark. If you have both then it's going to run if it is a carb motor.
Most of the time the fuel gels up after 5+ years and clogs the jets.
It's rewarding rebuilding a carb and tuning it. Not a good daily Driver thing but great for a weekend toy.
i did this for a honda v45 off of craigslist. $500 and just a full carb cleaning and it ran for like 3000 miles with basically 0 more maintenance

I had a Honda scooter with fuel injection that left sitting for 5 years, just replacing dead battery and it started right up, one with modern fuel injection is much better, but does cost a lot more in initial cost.
It's also a moped so it's not the nightmare fuel that is the 4 cylinder carb, granted I think michael would have been more than skilled enough to tune one.
