Thank you for responding. I did some more research on this and there is some disagreement around the community. So I would say it is based on the DM. As a DM, I allow cutting words to reduce a crit roll, however, I do know DM's that say no to cutting words removing a critical hit.
Im not sure cutting words negates a crit.

@@TheFantasyRealm-qi3sdi don’t think it does because you know the result as soon as the die lands, no bonuses added. That’s the point of a crit.
