Once you've got the Portent, Lucky and your preferred choice between Bountiful Luck or Elven Accuracy, you've really done all you need to for the theme mechanically. You could go rogue for a more lucky scoundrel vibe, or flavour your warlock patron as some sort of fate or chaos being. (That said, my real answer here is that I have a homebrew Luck Domain cleric.)
I just want to comment on how much I apreciate the thought you put for the character concept and background, something that for a lot of players (and Building Character videos) is just an afterthought. Kudos!

Im a forever DM - trying this build out on Baldurs Gate 3.
I went with lore bard due to not having to use a concentration on bless or bane. Also went with bard for the add to all my skills im not proficient in. Also taking lucky and bountiful luck.
I'm looking at a 1 level dip into sorcerer for wild magic with tides of chaos to grant advantage potentially multiple times a day (depending on the DM) and the wild surges themselves as a form of luck. This is mostly focusing on lore bard as the backbone class but a 2 level dip into divination wizard could probably improve it a little.
Oh and there's a new spell you might want to check out called silvery barbs, it's dice manipulation heaven
Wow. Brain is flooding with concepts. But Wild Card Rogue seems to be a standout in my brain. 3 level dip. For the card throwing. Maybe a fighter dip also. Thrown weapon style. And hp. But its after you have the main concept build already. Artificer Maverick. Turning dice and gaming materials into weapons. Lol
Would go ghostwise halfling for 30ft range telepathy for this guy, at the minimum.

Soul knife is way better than bard. Bardic inspiration doesn't affect the bard, only other characters. Trickery domain is inferior to sound knife, too, as soul knife psi points only get spent if they result in a success. Guidance is redundant, but if you really want it, just take the magic initiate feat.
The build is custom lineage luck feat, div wizard 2 + soul knife rogue X
Weird that Trickery Cleric’s ability gives another character advantage on stealth rolls, which fits the theme perfectly, and you just dismiss it as not relevant

Love the concept! However, are you using Unearthed Arcana to build this character? Otherwise I don't think we can take the Augury or Divination spells without dipping further into Cleric.
Thank you! Not using any UA. Tasha's Cauldron of Everything has an expanded spell list for the Wizard class and the class can now learn Augury and Divination.

I'd go chronomancer from whitemount rather than diviner, those guys have more access to spells that screw with dice rolls.
