If this cellular data is not working like this one because it is disabled then what you do is go to "settings" here. Go to this option "screen time". Scroll down and go to this option "content and privacy restrictions". Scroll down. Go to this option "cellular data changes". You need to enter the passcode for a screen time. Then for cellular data changes select this option "Allow". Close this one and open the control center again and if you see now I can enable cellular data or I can disable this option.
