My concern with this doctrine is how does Jesus bear sins for our salvation if He is not the scapegoat? Because the Lord's Goat offers the antoning sacrifice, that is his function, no bearing of sins. The function of the scapegoat is to bear the iniquities of Israel.

It should be noted that a Lot in the Hebrew language translated to destiny, so both goats had two totally different destinies. My concern with this doctrine is how does Jesus bear sins for our salvation if He is not the scapegoat? Because the Lord's Goat offers the antoning sacrifice, that is his function, no bearing of sins. The function of the scapegoat is to bear the iniquities of Israel.
It's a fair question. The answer is that the priest is also bearing their sins. In support of that, see the following texts:

Both goats are representing the full sacrifice of Jesus - both were perfect and one was killed and the other sent out of the camp of Israel bearing the sins outside of the camp - and not heard from again. Just like Jesus promising to forgive us of our sins.
