That is simply not true, they dont always. Its also complicated by civil trials as well. If they admit any wrong doing, they open up the city to be sued much easier. You must also understand complaints are extremely regular, regardless of what happened. Criminals will make complaints just for spite, or to see if they can get money from it. It doesnt excuse the cases were real wrong doing occured, but it does make it so the department needs to choose their words very wisely. Its often why when settlements are reached there is a clause that says the city accepts no responsiblity.

If the audio is properly synced, "Get on the ground" was approximately 15 frames (approx 0.5s) before he was tackled. Even the best of reaction times would be extremely hard pressed to comply in that timeframe. My wife and I were making a call at a phone booth in Bellingham, WA when 6 city cops wheeled in shining blinding spotlights in our eyes, yet I could make out numerous guns pointed at us. They were all screaming orders at us at the same time so I could not make out what any were saying. I thought we'd be shot for not complying fast enough, but how can you comply at all if you cannot make out any of the orders or if there are conflicting orders and obey one you could be shot for disobedience some other conflicting order. We had done nothing and so ultimately we were cleared and let go. This was the second time in my life I had to look down the barrel of a scared cop's gun ( previously was a shotgun, innocent and let go that time too) We seriously hope to afford to gtfo of the U.S. for good. There's much saner countries to live in.

my thoughts on police conduct. 1: Police should be licensed nationally whether they are employed locally, sheriff or state. the license criteria must include basic rights and conduct knowledge. 2: Police should be REQUIRED to carry $3,000,000 conduct insurance with a minimum deductible of $3000. if any award is higher than the $3,000,000 then the city/county or state is liable for the balance 3: When police go above a threshold of abuse or conduct 3 times or their conduct results in arrest of the officer 1 time or the conduct insurance is exhausted the federal license should be revoked permanently. 4: All police conduct complaints should be investigated and reviewed externally by an independent organization. 5: All officers should be required to carry body cams that record and broadcast to a secure place without an on/off switch which can simply be done by the camera automatically turn on when removed from a charger. The recordings further should only be able to be seen and not erased unless done by an independent organization outside the jurisdiction and only after a completed court trial AND only after all appeals are completed or appeal times have passed. The officer should be fined if the lens is covered or the audio muffled by covering the microphone.

You must also understand complaints are extremely regular, regardless of what happened. Criminals will make complaints just for spite, or to see if they can get money from it. It doesnt excuse the cases were real wrong doing occured, but it does make it so the department needs to choose their words very wisely. Its often why when settlements are reached there is a clause that says the city accepts no responsiblity.

If the audio is properly synced, "Get on the ground" was approximately 15 frames (approx 0.5s) before he was tackled. Even the best of reaction times would be extremely hard pressed to comply in that timeframe. My wife and I were making a call at a phone booth in Bellingham, WA when 6 city cops wheeled in shining blinding spotlights in our eyes, yet I could make out numerous guns pointed at us. They were all screaming orders at us at the same time so I could not make out what any were saying. I thought we'd be shot for not complying fast enough, but how can you comply at all if you cannot make out any of the orders or if there are conflicting orders and obey one you could be shot for disobedience some other conflicting order. We had done nothing and so ultimately we were cleared and let go. This was the second time in my life I had to look down the barrel of a scared cop's gun ( previously was a shotgun, innocent and let go that time too) We seriously hope to afford to gtfo of the U.S. for good. There's much saner countries to live in.

1: Police should be licensed nationally whether they are employed locally, sheriff or state. the license criteria must include basic rights and conduct knowledge.
2: Police should be REQUIRED to carry $3,000,000 conduct insurance with a minimum deductible
of $3000. if any award is higher than the $3,000,000 then the city/county or state is liable for the balance
3: When police go above a threshold of abuse or conduct 3 times or their conduct results in arrest of the officer 1 time or the conduct insurance is exhausted the federal license should be revoked permanently.
4: All police conduct complaints should be investigated and reviewed externally by an independent organization.
5: All officers should be required to carry body cams that record and broadcast to a secure place without an on/off switch which can simply be done by the camera automatically turn on when removed from a charger. The recordings further should only be able to be seen and not erased unless done by an independent organization outside the jurisdiction and only after a completed court trial AND only after all appeals are completed or appeal times have passed. The officer should be fined if the lens is covered or the audio muffled by covering the microphone.

Are you saying the 6 steps required to kill an UNARMED citizen is a MISTAKE? In WHAT BIZARO UNIVERSE? Reaching for your weapon and dropping it, then having it go off and injure someone WOULD be a "mistake", more like NEGLIGENCE, but NOT INTENTIONAL. The behavior of the command staff in this incident demonstrates the character of these command staff. The officers were clearly acted unreasonably and they had no specific facts of a crime to even justify contracting the victim that they injured. Yet, in the face of this misbehavior by the police, the command staff refuse to take responsibility. Disgusting.

Obviously this guy was racially profiled which is unfortunate, but in my opinion there was no attempt to take someones life so no matter what color the guy walking is, I don't think anyone would go to prison for attempted murder.

But again, if you don't want to reflect on that and maybe use some restraint in dealing with the public then I'd take the cheque when you inevitably overstep your bounds. This will never stop until police officers are put in prison for assault. There are other ways in line with constitutional principals to confront suspects. Police who do not follow those principals should face long prison terms.

If cops are 0% liable for their actions, mistakes, negligences, and downright felonies, then there's a problem of moral hazard. They should be personally liable for at least 1% of the settlements, that's not going to make anyone go bankrupt, but would change everything
