Outlast 2 (Outlast II) is a first-person survival horror video game developed and published by Red Barrels. It is the sequel to the 2013 video game Outlast, and features a journalist named Blake Langermann, along with his wife Lynn, roaming the Arizona desert to explore the murder of a pregnant woman, Jane Doe. Unfortunately, Blake and Lynn get separated in a helicopter crash, and Blake has to find his wife while traveling through a village inhabited by a sect that believes the end of days is upon them.
Blake Langermann, an investigative journalist and cameraman working alongside his wife, Lynn, crash-lands and roams onto the Supai region of the Sonoran desert while following the mysterious murder of a young, pregnant woman only known as Jane Doe. While searching for his missing wife, Blake must travel through a village cut off from society where a sect that believes the end of days is upon them has taken up residence.
Outlast 2 is a first-person survival horror game that, like its predecessors Outlast and Outlast: Whistleblower, is a single-player campaign.

Sierra 97 yes i played this game and i almost had an a heart attack
As a spectator it doesn't seem so since it lacks that "monstrous" and bossfight when watching. As a player though it definitelly is... The unknown of this game, the fact that you always have to worry about batteries, how dark it is and the fact that you cannot defend yourself whatsoever make it a very scary experience!
I don't think Resident Evil 7 was made to be scary, it was more of a survival type game.
Like NinjaCat said, you can't defend yourself which is the main reason it would seem much more scary than RE7

An A.I crawling under something to get you? It took idk how many years for devs to do something like this in games and now that i've seen it I wish it wasn't a thing.
AppleBerryKitty Well the alien can crawl through vents in "isolation" so...i'm pretty sure they forget some feautures in games, Further improving the experience.

Yeah, that was the main thing for me that made this game way scarier than the first one. Crawling under a crawlspace knowing there's someone a few feet behind you and you can't crawl any faster is one of the scariest things I've ever experienced in a game.
In Fatal Frame 3 (PlayStation 2), there was a character called the Crawling Woman. She went after you under the house, and would grab you from the shadows. Kuon (PlayStation 2), there were monsters that crawled as well. Both those games came out in the early 2000s, so characters crawling isn't really a new thing.
