Microsoft form does not work because -- unlike Google Forms, which doesn't allow students to proceed until they get the right answer -- Microsoft forms allow students to move ahead regardless if their answer is right or wrong. I'm told that I need Microsoft Pro to fix this issue.

I think you could achieve what you want to using branching in MS Forms
