I would say your best buy was Ghosts and Goblins FC. I have in similar condition but I got it locally for around Y9000. I'm considering going cart only for FC as the ones I want are super rare and expensive CIB.

@@darktetsuya KOF96 and 97 both require the 1mb cart but I think those third party carts can perform the same function, but KOF95 requires a special cart that contains game data

It's very hit or miss what you'll find at a Hard Off, they're not uniform. So, you take a day to go to a few and shop around, or just bite the bullet and take a look in Akihabara.

You will easily find GC controllers in great condition at these Hard Off/Book Off stores.
There's no one place that's guaranteed to have mint condition stuff, there's no real uniformity when it comes to Hard Off, you have to shop around
