I don't even find it funny anymore. I just find it sad that game quality has dropped rock bottom for gimmicks instead of some logical setups. Then they sell you a DLC for even more gimmicks that really doesn't improve the game. Just look at Stellaris and Skylines. The exploits are too easy and too stupid nowadays, because all it requires now is knowledge of basic math to find them.
I don't agree quality has dropped all that much. Management/sim games were always hard to debug for all kinds of exploits. Even as old as Pizza Tycoon (1994), you could buy every commercial building in town and deny your opponents any presence. The difference is that, back then, the game would crash at about 200+ shops, so your exploit stopped there. But I do agree that with the amount of money made by Tropico and continuous DLCs, they could very well afford to fix some of these bugs.

Hello. I am proud citizen on island of El Presidente. Every day we eat pineapple and drink pineapple juice. Our home and furniture are made of pineapple. When we harvest pineapple and put in basket, new pineapple has already grown. El Presidente wish to create new island made of pineapple to grow pineapple on, and pineapple dock and boat to ship harvest to foreigner. "Pineapple" no longer sound like word to anyone on island anymore. On positive side, no citizen has scurvy.

Game dev tycoon used to have a perfectly balanced feature where if you released a mmo and then continuously released expansions for it, it would create exponential growth of the sales no matter how bad the ratings of the expansion were. Game plan would be to get to mmo as fast as possible with a bit of money saved up, release the best mmo you can and then immediately start work on an expansion. Haven't played the game in a while so it might have been patched but it worked in the earlier versions right after release.
I honestly think things like this should never be patched out. It is of course broken but it is also a choice. If you wish to do this then allow it. There are people who wish to be strict and will follow the rules no matter what and there will always, always be people like Mr. Tea above. Making it harder on them honestly isn't right in my opinion allow them to exploit your mistake embrace your mistake let the new play style exist. If it becomes something that can say legit break the game (not the above it is easy mode) then yeah but otherwise let it stand is my answer.
In New Jersey [USA], they have the Garden State Parkway. At one point, it worked on the exact same principle as your toll roads: each small stretch, you pay another toll. Not only would the tolls be ridiculously high; but, the traffic jams were too. I don't know if they ever resolved that, in the last few decades with E-Z-Pass like the other turnpikes around here. Our bridges and such are no better: you have to pay to escape New Jersey; but, it is free to enter in many places. lol
I kind of can't believe it took Brit this long to realize that Tropico 6's AoE effect bonuses are completely broken and work globally for all buildings.

Its most likely that they tried to get aoe to work but ran into issues and didnt have time to try and get it to work properly
