I just installed one of these on Saturday and did nothing of the sort for that top bolt on the passenger side. I didn’t even use the hex bolts they provided!
The instructions aren’t great. I used one of the brass colored bolts on the top for the passenger side, the shorter 30mm one. They include longer for bottom separate in the bracket kit.
They do cover the passenger side in the instructions but say use the longer (but don’t)

I hope you didn't put yours on the stiffer setting because that ended up being a mistake for me!
