Da, two paths you can take to get to Altus Plateau. One is using the Grand lift of Dectus. To activate this lift you will need a medallion, which has 2 halves. 1 half is located south of weeping peninsula, on a tower near First Haight. The second half is located on top of Fort Faroth in Eastern Caelid, in Dragonbarrow. Second way is by climbing a ladder, which you can find if you follow a small path, north of Liurnia of the Lakes.
