This is now out of date with regard to personal income tax. The Solidarity Levy is discontinued but a new marginal tax rate has been implemented up to a maximum level of 20%. The majority of people still hit an average rate of 15% before deductions. Its amazing here.
You make it sound as if thousand of Mauritians die in the hospitals everyday. No public hospital service is perfect, even in so called first world countries. It is worthwhile to know that many private clinics have a practice to send patients at the end of their life and basically can't be saved to the public hospitals to preserve their reputation, and this can have a deleterious effect on the stats of the public health service. Equipment wise public hospitals are better equipped when it comes to expensive and complex health apparatuses.
Health service is free here. And when I say free, I mean free no matter if it's for a simple flu, cancer treatment, dental care, cardiac issues etc. I think it' s very unfair to say that public hospital has a bad rep. If you wanna go private, get health insurance. Problem solved!

Public Hospital has a bad rep.. so most of the time for specialised health problems people will need to go private or go abroad ..
