He does have the right to remain silent but that doesn't mean he has the right to avoid responsibility for that accident. He's intentionally not coming forward, that means he's hiding. He could easily hire a lawyer to deal with this too, this looks bad for him no matter how you look at it.

I genuinely hope that Ruggs accepts full responsibility of his actions and becomes a part of the NFLPA in some capacity as someone who speaks to incoming rookies about the consequences of their actions.
