is there no need for the plates to be sterilized after streaking? just like what that person did to the mouth of the tubes after dipping the inoculation loop

No, if you work near the bunsen burner, it creates an updraft that helps to minimise any contamination. You should also open the plates as little as possible when pouring of course.
