Fun fact, emerald has an oversight with trading with colloseum. Due to it, as long as the Pokémon you want is being traded to emerald from colloseum, it will bypass any restrictions in place So you can actually play emerald through with bulbasaur! Just have to set it up
Another simpler way (because it does not need to have a complete file) is to have a pokemon box iso (with the patch to bypass the trade requirement), installed on a modded wii or gamecube. You need a gba and gba-to- gamecube cable and obviously your original copies of the games. With a simple setup and a memory card to save your boxes, you can move around pokemon and eggs with no requirements. I just did this to start a fresh run on emerald with eggs I traded from fire red. Super simple to (clone) and move pokemon around to fill whatever dex you want to complete. You can also pass (and clone) good items and TM's as they are the same in all 6 games. Another good consideration is downloading the gbasave dumpener. That way you can easily save and restore savefiles so you can manage them in your wii/pc and have multiple runs on your original cartridges without loosing your mons. Both tools are great for preserving/customizing your runs. Just keep in mind you need at least one spare gba and a gbatogamecube cable to connect to the modded wii or gamecube.

No, only the games of the same region can trade now. Only galar games can trade with galar games, sinnoh only with sinnoh. Back then it was about generation and not region. As long as the game was in the same gen, it could trade, even from hoenn to kanto (gen 3) or Sinnoh to johto (gen 4)

For your first question - Yes. That FireRed will not be able to trade the Mudkip until the Network Upgrade is completed in both games. Same for the Bulbasaur, you'll need a NatDex to trade to it! I have since found a loophole with Colosseum. For some reason, there is no check in any game if trading from Colosseum. Soooo that same Mudkip example - you could trade Mudkip to Colosseum from the LeafGreen, then trade from Colosseum to the FireRed.

I dont see why you couldn't trade, as the Abra line is in both Regional Dexs, unless it's hindered by the National Dex lock, but I finished my FRLG by trading between both my copies

You can trade everything to not-cleared Emerald with colosseum tho. Thats how I beat the game with a Chikorita and Squirtle

Ruby and Sapphire can trade with FRLG as long as the Network Upgrade quest has happened in FRLG. If you've done that, you're free to trade

There are no requirements besides the GBA Link Cable for Ruby!
